About The Impact Factory

The Impact Factory is a UK impact finance advisory working where the public sector meets private capital. We turn public ambition into investable, blended-finance propositions across climate, nature and social outcomes, and connect them to institutional capital.

The problem we exist for is specific. The UK's net zero, nature and regeneration ambitions outstrip what grants and public budgets can fund, while institutional capital is actively looking for credible place-based opportunities. What is missing sits in between: the work of turning strategies and pipelines into propositions capital can transact — scoped, structured, compliant, and evidenced to the standard both a council cabinet and an investment committee will accept.

Every proposition is built to the HM Treasury Green Book Five Case Model, so the same case stands up to public governance and investor due diligence. We work with local authorities, combined authorities and Mayoral Strategic Authorities, public bodies, fund managers and institutional investors.

The Impact Factory works where the public sector meets private capital, turning ambition into delivered climate, nature and social outcomes, financed through blended capital. We work with local and combined authorities, public bodies, fund managers and institutional investors.

What we do

Translate. We embed capability and capacity in your organisation to translate a strategy, plan or prospectus into investable, blended-finance propositions, built to the HM Treasury Green Book Five Case Model.
Prepare. Investment readiness is a significant barrier to attracting capital. We get an authority's own projects investment-ready, or run a dedicated, thematically focused service that builds a pipeline of investable projects across the wider local ecosystem.
Deliver. We partner with place-based investors and fund managers, providing due diligence, deployment and post-investment management.

Climate (net zero and energy): community and local renewable energy, building and estate retrofit, EV and clean transport infrastructure.
