Three services form one continuum: a strategy becomes a pipeline, the pipeline becomes propositions, and the propositions become invested.

1. Translate — public strategies into investable propositions

Most public bodies hold ambitious strategies — net zero routemaps, local nature recovery strategies, growth plans — written for policy audiences, not investors. We embed capability and capacity inside the organisation to translate a strategy, plan or prospectus into investable, blended-finance propositions. Every business case is built to the HM Treasury Green Book Five Case Model: strategic, economic, commercial, financial and management cases in one document that satisfies a cabinet, a Section 151 Officer and an investment committee alike.

2. Prepare — investment readiness

Investment readiness is a significant barrier to attracting capital: projects with sound fundamentals stall because nobody has done the structuring work an investor needs to see — ownership, costings, revenue model, risk allocation, route to contract. We do this work directly for an authority's own projects, or design and run a dedicated, thematically focused investment readiness service that builds a pipeline of investable projects across the wider place.

3. Deliver — alongside capital, from diligence to deployment

We partner with place-based investors and fund managers, providing due diligence, deployment support and post-investment management. Where a new vehicle is needed — a revolving loan fund, a habitat bank, a local impact fund — we support its design, its compliance (the FCA perimeter, the Subsidy Control regime) and the negotiation of co-investment, so public money is leveraged rather than substituted.

How we work with local authorities and Mayoral Strategic Authorities

Few authorities hold an in-house investment team across the specialisms this work needs. We are built to be the bolt-on alternative, in three engagement shapes: embedded capability (inside your team for a defined period, transferring the method as we go), commissioned services (a defined output such as an investment prospectus, pipeline triage or a thematic investment readiness service), and transaction support (business case, compliant structuring and co-investment negotiation for a specific vehicle or deal).

We support projects as they engage with funders and investors. We do not act as regulated investment brokers.
