The Impact Factory: delivery partner for place-based impact
The Impact Factory works where the public sector meets private capital, turning ambition into delivered climate, nature and social outcomes, financed through blended capital. We work with local and combined authorities, public bodies, fund managers and institutional investors.
What we do
- Translate. We embed capability and capacity in your organisation to translate a strategy, plan or prospectus into investable, blended-finance propositions, built to the HM Treasury Green Book Five Case Model.
- Prepare. Investment readiness is a significant barrier to attracting capital. We get an authority's own projects investment-ready, or run a dedicated, thematically focused service that builds a pipeline of investable projects across the wider local ecosystem.
- Deliver. We partner with place-based investors and fund managers, providing due diligence, deployment and post-investment management.
Sectors
- Climate (net zero and energy): community and local renewable energy, building and estate retrofit, EV and clean transport infrastructure.
- Nature (nature recovery): Biodiversity Net Gain, natural flood management, woodland and peatland restoration, green and blue infrastructure.
- Social (communities and inclusion): social enterprise and community business, community-owned assets and facilities, inclusive growth and skills.
- Place (housing and regeneration): affordable and social housing, supported and temporary housing, town centre and high street regeneration, brownfield and estate regeneration.
The opportunity
The UK impact economy is worth £428bn, 15% of GDP (NPC, January 2026). The Impact Factory has £1.272bn of projects currently in the pipeline across its four themes.
